I am writing to you as a member of the Writers in Prison Committee (WiPC) of Norwegian PEN, to express serious concern about the apparent lack of progress in the investigation into the murder of the anthropologist, author and indigenous rights activist Miguel Ángel Gutiérrez Ávila, who was beaten to death in Guerrero state on 25/26 July 2008. A year on, there has been silence from the Mexican authorities on the subject of the investigation and the crime would appear to remain unsolved.

This is particularly worrying given that Gutiérrez is just one of 24 writers murdered in Mexico between 2004 and today, the majority of them print journalists. Four more print journalists have disappeared in the same period. It is our understanding that few if any of these crimes have been properly investigated or punished. Given this bleak panorama, we are understandably concerned that Gutiérrez’ murder should not meet with the same impunity.

The WiPC respectfully requests assurances that a full and impartial investigation into the murder of Miguel Ángel Gutiérrez Ávila is being carried out, and for details of any progress in the investigation to date.

I, as a member of Writers in Prison Committe of Norwegian PEN, am expressing concern at the two-month imprisonment of El Tiempo director Jesús Lemus Barajas on drugs trafficking charges, and at reports that Lemus Barajas was held incommunicado and ill treated during the first 48 hours of his detention;

I am calling on the authorities either to provide evidence to back up the charges against Lemus Barajas, or alternatively to release him immediately and unconditionally

I, as a member of Writers in Prison Committe of Norwegian PEN am welcoming
the recent steps taken by the authorities to bring to justice the perpetrators of crimes against journalists, such as the arrest of a drug cartel member on suspicion of involvement in the 1997 murder of editor Jesús J. Blancornelas and the issue of arrest warrants against public employees allegedly involved in the 2005 abduction and detention of journalist Lydia Cacho Ribeiro;

Nonetheless, I am expressing grave concern about the continuing impunity in the vast majority of crimes against print journalists and the escalation of such attacks in Mexico in 2008;

I am requesting the government to instruct federal, state and municipal authorities to take concrete steps to protect the life and rights of print journalists in Mexico, end impunity and bring to justice those who murder, attack, threaten or intimidate journalists; in particular, to strengthen the Special Prosecutors Office for Crimes against Journalists (Fiscalía Especial para la Atención de Delitos Cometidos contra Periodistas, FEADP) and grant it the required independence to investigate such crimes and bring the perpetrators to justice, and to make the murder and assault of journalists federal rather than state crimes.
